Dr Victor Ma got a B.Sc.(Eng) Degree from the University of Hong Kong in 1980, Master of Business Administration in International Business Degree from Monash University in 1992, and recently Doctor of Business Administration Degree from Curtin University of Technology. Dr Ma is a Chartered Engineer, M.I.E.T. and a Professional Marketer, HKIM.

Dr Ma has over 20 years of senior management experience in USA public listed multi-national technology companies. He has been the Asia Pacific Instrument Group Manager of Varian Associates Inc.; Asia General Manager of Kemet Electronics Inc.; North Asia Managing Director of Emerson Network Power (a subsidiary of Emerson Electric); China Country Manager of Hutchinson Technology Inc. Currently, Dr Ma is the consultant and director of Business Development Limited.

Dr Ma has served as the executive committee members in several professional bodies and educational institutions including The Institution of Electrical Engineer, Hong Kong Branch; The University of Hong Kong Convocation; Hong Kong University Graduation Association Education Foundation (HKUGAEF); the School Sponsoring Body Manager of HKUGA Primary School(2007-2009); and The Hong Kong Society of Chinese Medicines (HKSCM). Dr Ma is the HKIM Council Members (2007-2009).
