Mr. William Kwan was appointed Director and General Manager of Wharf T&T eBusiness Limited (WeB) in January 2007. Mr. Kwan is a seasoned all-round executive with more than 25 years of senior management experience in the Telecom, Internet and IT industries.

Prior to joining WeB, Mr. Kwan was Chief Operating Officer of New World Telecom from 2003 to 2006 and President of PSINet Greater China (NASDAZ: PSI) from 2000 to 2002. Before that, Mr. Kwan served for IBM in Hong Kong, China, Japan and Canada in both country and regional headquarter operations for 17 years.

Mr. Kwan is an active member in promoting local Information and Communications Technologies (ICT) industry including serving as an Advisory Council Member of ICT Industry, Hong Kong Trade Development Council from 2001 to 2005. Moreover, he was an Advisory Council Member of HKITF from 2003 to now.

In 2008, he received the award as Leader of One of the Ten Most Innovative Enterprises in China by the China Marketing Society.

Mr. Kwan graduated from CUHK BBA (First Class Honor) in Marketing and Computer Science (1978) and CUHK MBA (1984).


關漢光於二零零七年一月出任Wharf T&T eBusiness Limited(「WeB」)董事及總經理。關氏擁有逾二十五年的行政管理經驗，他曾於電訊、資訊科技及互聯網服務等範疇擔當要職。

加盟九倉電訊之前，關漢光於二零零三年至二零零六年期間為新世界電訊營運總裁，於二零零零年至二零零二年期間出任PSINet大中華區主席。在此之前，關氏於國際商業機器(「IBM」)之香港、中國、日本及加拿大等地之國家或區域總部服務超過十七年。

關漢光一直熱心推動本地的資訊及通訊科技業，關氏於二零零一年至二零零五年期間出任香港貿易發展局資訊及通訊科技服務咨詢委員會成員，並於二零零三年至今年期間出任香港資訊科技商會咨詢委員會成員。

亦於二零零八年榮獲中國市場學會選為"第八屆中國企業最具創新力十大領軍人物"。

關漢光畢業於香港中文大學，分別於一九七八年及一九八四年在該校取得工商管理學系市場學及計算機科學一級榮譽學士學位及管理學碩士學位。
